The 19th Summit of the Heads of Judicial Systems of the Member States to the Shanghai Cooperation Organization which was held on June 3 in Tashkent, Uzbekistan, concluded by issuing a statement.
 

HCHR_The text of this statement, which was signed by the heads of the delegations, is as follows. Kazem Gharibabadi, the Vice President of the Judiciary for International and Human Rights Affairs, on behalf of the Head of the Judiciary, who was supposed to participate in this meeting, is in charge of the judicial delegation of the Islamic Republic of Iran.

In this meeting, which was held in a friendly and constructive atmosphere, the parties discussed justice issues of mutual interest, as well as prospects for greater cooperation between the highest judicial authorities of the member states to the Shanghai Cooperation Organization. In this meeting, the following topics, among others, were discussed:

- The procedure for dealing with criminal cases in the fight against transnational human trafficking, the experience of the courts of Islamic countries that are members of the Shanghai Cooperation Organization;
- Adopting measures for extensive use of the mediation institution in civil proceedings;
- Protecting property rights and guaranteeing the inviolability of private property right through justice;
- The formation and development perspective of administrative justice;
- The prospect of digitization of justice using new technologies in court proceedings.

  Adhering to the universally recognized principles and norms of international law, in order to further improve the activities of judicial systems and strengthen their role among the population of the member states of the Shanghai Cooperation Organization and in order to strengthen regional security and stability, the heads of delegations announce the following:

1. The close cooperation of the judicial structures of the member states to the Shanghai Cooperation Organization systematically helps to maintain and strengthen mutual satisfaction, security guarantee, development of friendly relations and good neighborliness among the member states of the Shanghai Cooperation Organization;
2. Considering that human trafficking is a global problem regardless of any national borders and is a transnational crime, the courts of the member states of the Shanghai Cooperation Organization emphasized the importance of systematic exchange of experience and jurisprudence in this category of cases;
3. Examining the problematic dimensions and with the perspective of the development of the mediation institutions in civil proceedings, a common interest was expressed for a deep investigation and understanding of its nature as one of the main mechanisms for resolving disputes and for the parties to reach a mutually acceptable solution for them;
4. Emphasizing that the property right is the economic foundation of the society, the presidents of the supreme courts of the member states to the Shanghai Cooperation Organization welcome the need to develop and implement measures aimed at guaranteeing the protection of property rights;
5. Emphasizing the importance of strengthening guarantees and guaranteeing the effective protection of the rights and legitimate interests of citizens and commercial entities, the heads of the supreme courts of the member states to the Shanghai Cooperation Organization pointed out the importance of developing and improving the administrative justice system;
6. The heads of the delegations expressed their desire to exchange advanced experiences on the issues of digitalization of the activities of judicial systems and the application of new information and communication technologies in the administration of justice;
7. In order to raise the scientific skills and the professional level of the judicial staff of the member states to the Shanghai Cooperation Organization, the participants of the summit agreed to continue cooperation and continuous interaction regarding the organization of activities to improve their characteristics as a guarantee of the high capacity of the strong and independent judicial system;
8. The participants of the summit emphasized the high importance of a constructive and thorough dialogue between the Supreme Courts, which will help to further strengthen the judicial systems of the member states to the Shanghai Cooperation Organization;
9. The presidents of the Supreme Courts of the member states to the Shanghai Cooperation Organization emphasized their serious determination to develop and strengthen legal and judicial cooperation, including through the conclusion of cooperation agreements or memorandum of understanding.

The heads of delegations considered the necessity of joint preparations for the 20th and 21st summit of heads of judicial systems of the member states to the Shanghai Cooperation Organization, which will be held in 2025 in China and in 2026 in Iran, respectively.
