In a letter to the head of the Human Rights Council and the United Nations High Commissioner for Human Rights, the secretary of Iran's High Council for Human Rights called for immediate and effective action by international legal and human rights institutions and arrangements to deal with the aggression, terror and warmongering of the Zionist regime.
 

The following is the letter from the secretary of Iran's High Council for Human Rights, where he called on he head of the Human Rights Council and the United Nations High Commissioner for Human Rights to stop the aggression, terror and warmongering of the Zionist regime.

Excellencies,                                                                                 

 As you are undoubtedly aware, the Zionist regime, in a blatant violation of Lebanon’s sovereignty and territorial integrity and a flagrant war crime, launched savage assaults on the Dahieh region of Beirut on 27 September 2024. The barbarian attacks led to the assassination and martyrdom of His Excellency Sayyed Hassan Nasrallah, Secretary-General of the Islamic Resistance Movement Hezbollah, alongside Brigadier General Abbas Nilforoushan, a senior military advisor of the Islamic Republic of Iran in Beirut, as well as several members of their entourage.
 

The repeated attacks also claimed the lives of a substantial number of ordinary civilians. The assassination of Martyr Nasrallah, a valiant and influential figure within Lebanese society and the broader Islamic world, reverberated with grief and sorrow across Lebanon, Palestine, Iran, and other Muslim nations, as well as amongst all those who pursue and champion the cause of freedom, truth, and justice. It sparked strong condemnation and protest from numerous States, religious and political leaders, international organizations, as well as human rights advocates worldwide.
 

The criminal liability of the Zionist regime, its warmongering ringleaders, and their supporters is inextricably linked to the heinous attack on Dahieh in Lebanon, which, without question, constitutes a crime against humanity. Through the extensive and systematic aerial bombardment on densely populated residential areas, utilizing multi-ton bombs to obliterate homes and civilian structures, the Zionist regime has perpetrated grave crimes against humanity, resulting in the deaths and injuries of a significant number of defenseless women and children, and displacing countless others from their homes.
 

These egregious acts of terrorism are unequivocally addressed under humanitarian law, which explicitly condemns targeted attacks against civilian populations—whether during times of peace or conflict—as crimes against humanity. By violating Lebanese airspace and targeting civilians, the Zionist regime has flagrantly disregarded Lebanon’s independence and sovereignty, a transgression clearly codified within humanitarian law and international legal statutes. This transgression could give rise to further indictments against the occupying regime and its belligerent ringleaders. It is critical to emphasize that Hezbollah is a legitimate entity within Lebanon; and, the Zionist regime’s assassination of the leader of this recognized Movement—carried out with the tacit approval of certain Western governments and the United States—constitutes a sanctioned assassination in stark violation of international law.
 

Carried out using 5,000-pound bunker-buster bombs supplied by the United States and ordered by the ringleader of the Zionist criminal and terrorist gang from the heart of New York at the United Nations headquarters, this atrocity unmistakably underscores America’s complicity and active partnership in the Zionist regime’s crimes against humanity in Gaza and Lebanon. It lays bare the deceit and hypocrisy underlying its purported calls for a ceasefire, while highlighting the mockery made of international legal and human rights institutions by the Zionist regime and its backers. Undeniably, the Zionist regime could not have perpetrated the crimes against humanity in Dahieh, along with other horrific atrocities in Gaza and Lebanon, without the political, intelligence, economic, diplomatic, and military support of the United States, including the provision of American weaponry, aircraft, and bombs. As such, the United States stands as an accomplice in the criminal actions of this rogue regime and cannot absolve itself of responsibility or escape the consequences for the Zionist regime’s crimes against humanity in Gaza and Lebanon.
 

Regrettably, due to the inaction of the United Nations Security Council and international human rights institutions—primarily obstructed by the United States and other Western supporters of the Zionist regime—a pervasive sense of impunity has taken root within this criminal regime and its belligerent ringleaders, emboldening the continuous escalation of their crimes and reckless adventurism. This regime, which has already demonstrated its savage and brutal nature through the massacre of over 43,000 innocent Palestinian civilians—primarily women and children—and the wounding of more than 93,000 individuals in Gaza, has clearly manifested its disdain for and hostility towards international law, human rights, humanitarian principles, numerous United Nations resolutions, and fundamental ethical and human values. In a futile attempt to obscure its catastrophic failures in Gaza, the rogue regime turned its aggression towards Lebanon, operating under the misguided belief that achieving military victories on this front would restore its shattered domestic standing and provide a pretext for prolonging war, massacre, assassination, and violence in the occupied territories, Lebanon, and the broader West Asia region.
 

Excellencies,
The Zionist regime, through its crimes against humanity, war crimes, and acts of genocide in Gaza and Rafah, including the relentless slaughter of innocent civilians—women and children among them—its aggression against Lebanon and violation of its sovereignty, the assassination of political figures and leaders, particularly Martyr Ismail Haniyeh and Martyr Sayyed Hassan Nasrallah, its bombardment of residential areas and infrastructure in both Palestine and Lebanon, and heinous atrocities such as the detonation of pagers and the use of explosive traps hidden in items of daily civilian life, has flagrantly trampled upon all established rules and red lines, making a mockery of international laws, human rights statutes, and humanitarian principles.
 

Thus, the unified and collective resistance to halt the Zionist regime’s killing machine and to hold this aggressor regime accountable is more imperative than ever. Failure to act will inevitably plunge the West Asia region into even more harrowing catastrophes, as the very existence, survival, and continuity of this regime and its belligerent rulers are inextricably tied to chaos, disorder, war, massacre, and assassination. 
 

The High Council for Human Rights of the Islamic Republic of Iran, while expressing its profound revulsion at the horrific crimes committed by the Zionist regime in Gaza and Lebanon, first, expects Your Excellencies to firmly and unequivocally condemn this terrorist atrocity. Second, the High Council for Human Rights of the Islamic Republic of Iran urges Your Excellencies to serve as the strong voice of the international community in opposing the aggression and genocide perpetrated by this criminal regime, and to employ all available authority and capacities to mobilize States, institutions, international legal and human rights frameworks, and the global community in undertaking effective measures to confront the aggression, terrorism, and warmongering of this regime. Third, it further calls for the immediate establishment of an independent fact-finding commission, comprised of impartial international figures, to document the numerous criminal and war crimes committed by the Zionist regime in Gaza and Lebanon, thereby providing the foundation for prosecuting all perpetrators, accomplices, and collaborators of this terrorist regime in both international and national courts.
 

Undoubtedly, the impunity enjoyed by this regime, its warmongering ringleaders, and their aides, partners, and supporters, in an era that champions accountability and the fight against impunity, will inflict a severe blow to human rights and the lofty ideals, values, and objectives that underpin this field. The world now awaits your urgent and decisive action.
